A two-day non-residential internal training course on Project Management, Results Based Monitoring & Evaluation (RBM&E), and the application of e-PMIS for officers of the Implementation Monitoring and Evaluation Division (IMED), Project Directors, Deputy Project Directors, and Officers from various ministries has commenced. The training is part of the Capacity Enhancement for Effective Practice of Result Based Monitoring and Evaluation System in IMED-CEEPRM&ESI (1st Revised) Project, implemented by IMED under the Ministry of Planning, Government of Bangladesh.

Registration of the Participants

The training, organized by Management and Training International Ltd. (MTI Ltd.), is being conducted at the IMED Training Lab, located in the Ministry of Planning premises. The event was inaugurated by the Chief Guest, Abul Kashem Md. Mohiuddin, Secretary of IMED.

In his opening remarks, the Secretary emphasized the crucial role that projects play in national development and poverty reduction, stating that “investments occur where projects exist, and effective project planning and execution are key to achieving development goals.” He highlighted that this training is designed to equip participants with the necessary skills to manage projects more effectively, ensure results-based monitoring and evaluation, and enhance their ability to use electronic systems such as the e-PMIS for more efficient project management.

Abul Kashem Md. Mohiuddin, Secretary, Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning delivered his valuable speech to the participants.

The training aims to improve organizational efficiency, enhance project outcomes, and ensure accountability by providing systematic planning, monitoring, and reporting mechanisms. The participants, who hold critical roles in project management and planning within various ministries, will gain comprehensive knowledge on project identification, appraisal, planning, approval, implementation, monitoring, controlling, and evaluation.

The Chief Guest also introduced a new Project Management Guidebook, which is being launched alongside the training. This guidebook serves as a comprehensive, self-sufficient, educational resource that covers all phases of project management. It integrates global project management tools and methodologies while maintaining relevance to the context of Bangladesh’s public and private sectors. The Secretary underscored that this guidebook is the first of its kind in Bangladesh, and it will serve as a valuable resource for officers involved in project execution, helping them overcome common obstacles related to performance, cost, and time.

Results-based Monitoring (RBM) focuses on tracking and assessing the outcomes and impact of a program or project. It involves setting clear goals, establishing indicators, and continuously monitoring progress to ensure that the intended results are being achieved.

Results-based Management (RBM) is a broader approach that integrates planning, monitoring, and evaluation to improve decision-making and accountability. It emphasizes achieving defined outcomes, aligning resources and activities toward those results, and using feedback to adapt strategies and improve performance. 

ePMIS (Electronic Project Management Information System) is a digital tool used to manage, track, and monitor projects effectively. It provides a centralized platform for storing project data, facilitating communication, and ensuring transparency in project execution. ePMIS helps in planning, resource allocation, performance monitoring, and reporting, making project management more efficient and data-driven.

(MTI Ltd.), shared his insights with participants during the training on Project Management, Results-Based Monitoring & Evaluation, and e-PMIS Application at IMED. During the session, one of the participants raised a question about the practical implementation of ePMIS in their projects, prompting a detailed discussion on its application and benefits in project management.
