A Deep Dive into Australian & New Zealand Public Procurement Frameworks

To gain a deeper understanding of world-class public procurement ecosystems, Management and Training International (MTI) Ltd. managed a high-level international exposure visit for key Bangladeshi policymakers during the 2017-18 financial year. This intensive program provided a comprehensive look into the advanced procurement systems of New Zealand and Australia.

In New Zealand, the delegation visited the Ministry of Business, Innovation and Employment (MBIE) and the G2G Partnership Office in Wellington. Here, they received a detailed presentation on the New Zealand government's procurement system, its continuous up-gradation, and its strategic goals. A subsequent visit to the Department of Internal Affairs offered crucial insights into the transformative journey of the nation's procurement system, highlighting key reforms and lessons learned.

The Australian leg of the tour featured in-depth sessions at the Department of Finance in Canberra. The comprehensive agenda, delivered by key officials, covered the entire spectrum of Australian government procurement:

Mr. Jon-Paul Williams (Director, AusTender Team) and Mr. Cameron Blagdon (Assistant Director, Procurement Policy Team) led detailed lectures on:

• Procurement Framework: An overview of key principles, the Commonwealth Procurement Rules, and the impact of Free Trade Agreements.
• Integrity and Governance: Policies on integrity in procurement, mechanisms for handling complaints, and the relationship between federal, state, and territory governments.
• Capacity Building: Strategies for procurement training and the use of the Commonwealth Contracting Suite.
• e-Tendering and AusTender: The history and evolution of e-tendering, lessons from the transition to a fully electronic system, and future developments.

The visit concluded with a closing ceremony attended by Mr. Andrew Bourne, Assistant Secretary of the Procurement Policy Branch, underscoring the significance of the bilateral knowledge exchange. The tour was further enriched by a visit to the Australian Parliament House, providing a broader context of the nation's governance.
