CPTU Delegation Studies Innovative Procurement in Georgia

In its continuous pursuit of excellence and transparency in public procurement, a high-level delegation from Bangladesh embarked on a strategic study tour to Georgia. Management and Training International (MTI) Ltd. facilitated this program, which saw a 6-member team of officials visit the State Procurement Agency in Tbilisi from June 12-18, 2017.

Georgia is globally recognized for its advanced and transparent public procurement system, making it an ideal learning ground. The primary objective of the tour was to gain in-depth knowledge of Georgia's legislative frameworks, institutional structures, and cutting-edge e-governance concepts that underpin their success.

During the week-long program, the delegation participated in a series of intensive discussion sessions. The curriculum was comprehensive, covering a wide spectrum of topics from high-level governance to the granular details of their digital tools. Key areas of focus included:

• The Georgian public procurement system's legislative and institutional frameworks.
• Public financial management reforms and e-governance concepts.
• Innovative procurement procedures and tools.
• A deep dive into the Georgian e-Procurement system, including its e-Plan, CMR, SMP, and DRB modules.
• Specific procurement methods such as Design Contest, Simplified Electronic Tender, and Consolidated Tender.

Balancing the intensive learning, the program also included visits to significant cultural and historical sites in Tbilisi, such as Mtatsminda Park, providing a holistic and enriching experience for the delegates.

This study tour provided the Bangladeshi officials with invaluable insights and practical knowledge to further strengthen the nation's own e-GP system. It stands as a testament to the commitment of the Ministry of Planning and CPTU to adopt global best practices for a more efficient and accountable public procurement environment.
