NEC-ECNEC Delegation Studies Project Approval Processes in China and Vietnam

Continuing its mission to modernize public project management, the Planning Division undertook another vital international program under the ‘Capacity Enhancement of NEC-ECNEC & Coordination Wing by Introducing Digital Data Base and Archive System’ project. Management and Training International (MTI) Ltd. successfully managed and coordinated a multi-country study tour focused on the ‘Approval Process of Public Sector Projects.’

From December 5-14, 2017, a team of six officials traveled to China and Vietnam—two nations renowned for their rapid economic growth and large-scale infrastructure development. The objective was to learn from their efficient and streamlined processes for approving and monitoring major public sector projects.

The tour was not only about administrative procedures but also explored the technological underpinnings of modern project management. In Beijing, the delegation visited the ZTE R&D Centre, a hub of technological innovation. Discussions here centered on the digital tools and platforms that can support a robust and transparent project approval cycle, aligning perfectly with the core goals of the NEC-ECNEC wing's capacity enhancement project.

Throughout the program in both countries, the participants gained valuable insights into different models of project appraisal, inter-agency coordination, and final approval. MTI Ltd. ensured that the tour was executed flawlessly in accordance with the guidelines provided by the NEC-ECNEC & Co-ordination Wing, delivering a highly relevant and impactful learning experience for the officials.
