MTI Leads Major Capacity Building for EU-Supported Urban Health Project on PPP and DSF

From December 2017 to January 2021, MTI Ltd. served as the Technical Support Agency (TSA) for a landmark capacity-building initiative under the 'European Support to Health and Nutrition to the Poor in Urban Bangladesh' project. Implemented by the Local Government Division, this multi-year, BDT 1.75 Crore project aimed to strengthen urban healthcare delivery through innovative Public-Private Partnership (PPP) and Demand-Side Financing (DSF) models.

International Exposure: A Study Tour to Europe

The assignment began with a crucial international component. From July 27 to August 09, 2019, MTI arranged a high-level study tour for a 15-member delegation to three European countries: Italy, France, and Germany. The objective was to gain elaborate knowledge and understanding from experienced nations on the successful implementation of PPP and DSF in their health sectors.

Disseminating Knowledge through Nationwide PPP Workshops

The insights from the European tour were instrumental in the next phase: a series of in-country workshops on Public-Private Partnerships. The returning delegates acted as key facilitators, sharing their learnings. MTI successfully organized three regional workshops in Cumilla, Rajshahi, and Jashore, followed by a national-level workshop in Dhaka, bringing together key stakeholders to build a robust PPP framework for Bangladesh's health sector.

Focusing on the Urban Poor with Demand-Side Financing (DSF)

The final and most crucial deliverable was a series of three national-level workshops on Demand-Side Financing, held in Dhaka during the contract's extended period due to the COVID-19 pandemic. These events, held on November 22-23, November 29-30, and December 7-8, 2020, were critical for building consensus on implementing voucher-based and other DSF schemes to improve health and nutrition for the urban poor. The workshops were attended by top government officials, including Secretaries from the Ministry of Health and the Senior Secretary of the Local Government Division.

Across all activities, MTI engaged 423 high-level participants, successfully completing all project deliverables. This complex, multi-year assignment demonstrates MTI's expertise in managing large-scale, internationally supported projects that directly contribute to building a more equitable and efficient health system for the people of Bangladesh.
