MTI Facilitates High-Level IMED Training at Payra Power Plant on RBME & DLI Verification

To provide a unique, real-world context for advanced project evaluation, MTI Ltd. successfully managed a three-day residential training program from December 20-22, 2024, at the site of a national megaproject: the PAYRA 1320 MW Thermal Power Plant in Patuakhali. The training brought together 30 high-level officials from the Implementation Monitoring and Evaluation Division (IMED) and the Directorate of Primary Education (DPE).

A Strategic Focus on Modern Evaluation Methodologies

Organized under IMED's Independent Verification Agency (IVA) Unit for the Fourth Primary Education Development Program (PEDP-4), the training aimed to enhance the officials' proficiency in state-of-the-art evaluation techniques. The immersive setting at the power plant provided a powerful backdrop for discussions on effective development project implementation.

Key Topics and Learning Outcomes

The intensive program provided participants with an in-depth understanding of several critical topics essential for modern public sector management:

• Results-Based Monitoring & Evaluation (RBME): Mastering the tools to track project progress based on outcomes rather than just inputs.
• Disbursement-Linked Indicator (DLI) Verification: Learning the detailed procedures for verifying the achievement of DLI targets, a key component of results-based financing.
• e-Government Procurement (e-GP): Understanding the application of e-GP for transparent and efficient project implementation.
• Geographic Information System (GIS): Realizing the value of using GIS data to improve evaluation design and program implementation in primary education.

Through engaging academic sessions, presentations by distinguished speakers, and well-coordinated site visits, the MTI-managed training provided practical knowledge that can be directly applied to development projects. Post-training evaluations showed overwhelming satisfaction, with 76.7% of participants "Strongly Agreeing" that the program enhanced their knowledge on RBME & DLI achievement.

In conclusion, this successful capacity-building initiative has significantly contributed to strengthening the ability of officials to drive development projects in Bangladesh.
