MTI Leads High-Level IMED Training on RBME & DLI Verification for Effective Project Implementation

To enhance the government's capacity to effectively monitor and evaluate major development projects, MTI Ltd. successfully managed a crucial three-day residential training program from December 12-14, 2024. Held at The Palace, Habiganj, the training brought together 21 high-level officials from the Implementation Monitoring and Evaluation Division (IMED) and the Directorate of Primary Education (DPE).

A Strategic Focus on Modern Evaluation Techniques

The training was organized under the Independent Verification Agency (IVA) Unit of IMED for the landmark Fourth Primary Education Development Program (PEDP-4). Its primary objective was to strengthen the proficiency of officials in state-of-the-art evaluation methodologies, ensuring that project outcomes are transparently verified and funding is linked to tangible results.

Key Topics and Learning Outcomes

The intensive program provided an in-depth understanding of several critical topics essential for modern public sector management:

• Results-Based Monitoring & Evaluation (RBME): Mastering the tools to track project progress based on outcomes rather than just inputs.
• Disbursement-Linked Indicator (DLI) Verification: Learning the detailed procedures for verifying the achievement of DLI targets, a key component of results-based financing.
• e-Government Procurement (e-GP): Understanding the application of e-GP for transparent and efficient project implementation.
• Geographic Information System (GIS): Realizing the value of using GIS data to improve evaluation design and program implementation in the primary education sector.

Through engaging academic sessions, presentations from distinguished speakers, and interactive discussions, the MTI-managed training provided practical knowledge that can be directly applied to development projects. According to post-training evaluations, participants overwhelmingly agreed that the program enhanced their knowledge, with 81% "Strongly Agreeing" on this point.

In conclusion, this successful capacity-building initiative, supported by the Director General of IMED and other key personnel, has significantly contributed to strengthening the ability of officials to drive development projects in Bangladesh.
