Strengthening Urban Health Governance: MTI Conducts Results-Based Management & Budgeting Training

To ensure the sustainable delivery of pro-poor health services in urban areas, institutional capacity building is essential. MTI Ltd. successfully organized and implemented a specialized training program titled "Results-Based Management (RBM) and Budgeting" for officials of the Urban Primary Health Care Services Delivery Project-II (UPHCSDP-II), a flagship initiative of the Local Government Division financed by the Government of Bangladesh and the Asian Development Bank (ADB).

Shifting Focus: From Activities to Results

The primary objective of this capacity-building initiative was to streamline the operational efficiency of public sector officials. Moving beyond traditional management, the training focused on **Results-Based Management (RBM)**—a strategy aimed at achieving significant changes in how institutions operate by prioritizing performance and tangible outcomes over simple activity completion.

Held at the Mohammadpur Fertility Services and Training Centre (MFSTC) in Dhaka, the program spanned 5 days per batch, covering two batches in August 2022. A total of **50 officials** (35 male and 15 female) participated in this intensive learning experience.

Comprehensive Curriculum: Budgeting, KPIs, and IBAS++

MTI Ltd. designed a robust curriculum that combined theoretical knowledge with practical application. The sessions were led by senior financial experts and capacity development specialists. Key topics included:

Results-Based Management: Understanding organizational mission, strategy, and designing jobs to enhance employee performance.
Strategic Budgeting: Preparation of development and non-development budgets using the Medium-Term Budgetary Framework (MTBF).
Financial Systems & Accountability: In-depth training on the Integrated Budget and Accounting System (iBAS++), GOB & ADB project accounting systems, and audit procedures.
Performance Measurement: Developing and measuring Key Performance Indicators (KPIs) to track project success.
Compliance: Detailed sessions on VAT/Tax deduction systems and IMED reporting protocols.

Methodology and Impact

The training utilized state-of-the-art adult learning methods, including brainstorming sessions, role plays, group discussions, and quizzes. To measure the effectiveness of the program, MTI conducted rigorous pre-test and post-test evaluations.

The results were highly encouraging, showing a significant increase in the participants' understanding of financial rules, delegation of power, and performance assessment. By equipping these 50 key officials with advanced management and budgeting skills, MTI Ltd. has contributed to strengthening the financial governance and operational transparency of one of the country's most vital urban health projects.
