Third Project Management Batch: BWDB Officials Trained on Lifecycle, Finance, PPA/e-GP and Climate-Smart Execution
Management and Training International (MTI) Ltd. conducted the third running of the two-day course on Project Management — project lifecycle, financial management, procurement compliance (PPA/e-GP) and climate-smart execution on 7 and 8 October 2026 at the Central ICT Lab, Level-11, Pani Bhaban, BWDB, Dhaka. Twenty-five officials of the Bangladesh Water Development Board (BWDB), under the Ministry of Water Resources, took part — the eighth batch under Package 22 of the Climate-Smart Agriculture and Water Management Project (CSAWM Project), BWDB Part.
About the engagement: Under reference CSAWMP-WDB-PCU-WD-22-8-PM-03 (Course ID CSAWMP-WDB-PCU-WD-22/PM-03), MTI Ltd. is delivering the Package 22 training programme for the Climate-Smart Agriculture and Water Management Project (BWDB Part), implemented by the Bangladesh Water Development Board under the Ministry of Water Resources. The course was authorised by Office Order Memo Nos. 42.01.0000.000.647.25.0010.26-434 (course module) and 26-435 (participants), both dated 5 October 2026, following the Director General’s D-Nothi approval (Para 7.3) of 1 October 2026.
Third Time Through the Same Project
The Project Management module traces one BWDB project from the moment someone identifies a need to the moment the completed works are evaluated — through its budget and fund flow, its tender and contract, and the climate risks it has to be designed against. It opened Package 22 in July at the BWDB Training Institute, ran again at Pani Bhaban eleven days later, and returned for this third batch with a largely new panel and one structural change: the final afternoon became a participant-led review instead of a second climate session.
The cohort it met was the most senior yet. Seven of the twenty-five were Executive Engineers, and the list included two officers who run the CSAWM Project day to day — Executive Engineer Abdul Ahad and Deputy Chief Extension Officer Md. Hafizur Rahman, both of whom have served as course coordinators and resource persons in this programme — sitting the course as participants.
Resource Persons
Four resource persons delivered the eight sessions. Dr. Md. Khairul Islam of the Directorate of Planning-1, who also taught the lifecycle block in the second batch, took the project lifecycle. Gopal Chandra Biswas, Deputy Director (FA&A) of the Directorate of Accounts, took financial management. A.K.M. Shariful Islam, BWDB’s Chief Engineer, Monitoring (PRL), took the whole of procurement compliance and climate-smart execution — three consecutive sessions from the procurement plan to nature-based design. Md. Sultan Mahmud, Superintending Engineer of the CSAWM Project, chaired the closing review.

Participants reported to the Central ICT Lab at 08:30 on the first morning and at 09:00 on the second. Each day ran four sessions and closed at 16:00.

Training Methodology
The course used plenary discussion with slides for the lifecycle and climate blocks, VIPP cards for financial management, and brainstorming and experience sharing for procurement — a subject in which most of the cohort already had live tenders, contracts and disputes to draw on. The closing review asked groups to present their learnings on canvas paper and slides.
Group Presentations on Real Rivers
Participants were seated by team from the first morning, and on the final afternoon each team presented a project-management case built around a real river. One team profiled the Jadukata River; another traced the Manu River from its origin in India into Bangladesh; others presented on the Juri River and their own project proposals, under the chair of the CSAWM Project’s Superintending Engineer.
Who Was in the Room
Sixteen of the twenty-five participants were engineers — seven Executive Engineers, three Sub-Divisional Engineers and six Assistant Engineers — from the Office of the Chief Engineer, Planning, Design Circles 1, 2, 6 and 9, the Contract and Procurement Cell, the Directorates of Planning, Processing and HRD, the Dhaka Mechanical Division, the Joint Rivers Commission and the CSAWM Project. A Deputy Chief Extension Officer, an Assistant Director (Admin), two Sub-Assistant Engineers and five finance staff — two Accountants and three Senior Accounts Assistants — completed the cohort. Two travelled in from Mymensingh and Narsingdi; nineteen offices were represented.

Why This Matters
A water project in Bangladesh is managed across four disciplines at once: engineering, money, procurement and, increasingly, climate risk. When those are handled by different offices that rarely meet, the gaps show up as delays, re-tendered contracts, cost overruns and structures designed for yesterday’s floods.
Running this module a third time, for a cohort led by seven Executive Engineers and including the officers who manage the CSAWM Project itself, puts the whole project in front of the people who carry it from DPP to handover. That is the point of Package 22: delivering the Climate-Smart Agriculture and Water Management Project well depends on managers who can see the entire lifecycle, not just their part of it.
