PMP Day 3: a2i Officials Study Life-Cycle Approaches, Project Governance and the PMO
The third day of the Professional Certification Program on Project Management Professional (PMP) for the Aspire to Innovate (a2i) Programme was held on 13 June 2026 at a2i, ICT Tower, Agargaon. Day 3 opened the official PMI® courseware on screen — Course Organization, Part 2 — and used it to set out how predictive, adaptive and hybrid life cycles are treated throughout the course, before turning to the organisation around a project: governance and the Project Management Office.
About the engagement: Under the assignment “Hiring a Consulting Firm for Project Implementation Support at a2i”, MTI Ltd. organises the full PMP capacity-building track for the Aspire to Innovate (a2i) Programme of the Information and Communication Technology Division, Ministry of Posts, Telecommunications and Information Technology, Government of the People’s Republic of Bangladesh. The programme follows the PMI® Authorized PMP® Exam Prep curriculum (Version 3.0) and its Exam Content Outline references.
Reading the Course the Way PMI Wrote It
The PMI® Authorized PMP® Exam Prep materials mark every concept with a life-cycle icon — predictive, adaptive or hybrid — and with a set of reading icons for definitions, discussions, expert judgement, tools and techniques and exam-style questions. Day 3 began by teaching the cohort to read those signals. It matters more than it sounds: around half of the PMP exam assumes an agile or hybrid context, and a candidate who answers every question from the predictive mindset of a government DPP will lose marks they know how to earn.
Governance and the Project Management Office
With the course map in place, the trainer moved to the environment a project sits in. A slide on the Project Management Office framed the PMO as the organisational unit that centralises and coordinates project work — managing shared resources, developing methods and approaches, providing training and oversight, monitoring compliance, managing documentation and coordinating communication. For a2i, which runs a portfolio of national digital services rather than a single project, the PMO question is a practical one: which of these functions sit with the programme, and which with each service team.
On the whiteboard, the trainer tied this back to the start of a project — Develop Project Charter and Identify Stakeholders — the two initiating processes covered on Day 2, now seen from the governance side: who authorises a project, and who has to be engaged from the first day.
